Beyond them was another mountain chain. "In addition," Lorca said, "the raw materials for whatever industries we have on this planet come from these mines." The Governor would not submit to military rule in the city of Harmony, and the militia could not sustain the effort needed to hold the riverbanks. On orders from the Governor, all CoDominium-controlled forces were withdrawn to within the walls of Harmony-Garrison."
